Firmware Release 7.1.3 is a hotfix release. 
The change details covers versions 7.1.1, 7.1.2 & 7.1.3.
 

• 7.1.1: (Not released separately)
  Fixes an issue where the Start- and Stop Transaction messages were not sent for E-socket charging session (region: FR).
  Applicable for: French stations with an external E-socket
   

• 7.1.2: (Not released separately)
  Internal improvement to ensure the E-socket solution (7.1.1) works on the 7.1.x firmware without adverse effects to other transaction related OCPP messages.
   

• 7.1.3:
  Internal improvement to ensure the E-socket solution (7.1.1) works without adverse effects to transaction related OCPP messages specific for “Plug & Charge” charging sessions.
